I assume the library has rules about disruptive patrons, right? Have her forcibly removed.

I would not worry about hurting her feelings, she does not seem to be aware of other people's feelings.

Honesty is the best policy. Just be straight and let her know that she does not work here anymore and you would appreciate it if she did not help, comment or oversee what anyone does.

get someone who has worked w her, preferably her former boss to talk with her. be gentle, one day you might ber in her shoes.
